OINP Processing 90 days from date of receipt of package or from date of AOR ?

Hi
The processing time of ontario immigrant nominee program is 90 days from the date the package reached there or 90 days after AOR is received by the FSW candidate ?

90 days from the receipt of application...but these days it is taking longer than 90 days approx 90-140 days
