Is it changed after getting NOI? If yes then you can proceed with application and mention in Letter of explanation. They consider these scenarios of birthday and keep baseline as of the date you receive NOI. Still, you can mail them and get clarification they respond in a day or 2.

Yes, I submitted my application on 13th Aug but seems like there are delays as it is still in Submitted status.
