OINP - Mechanical /Aerospace NOC code

My husband is likely to get a job offer with LMIA under NOC code 21390 (Aerospace eng) or 21301 (Mech eng) and currently outside Canada. Current CRS score is around 445 which would be too low for express entry draw. We see that this NOC code was not picked under OINP program (https://www.ontario.ca/page/2023-ontario-immigrant-nominee-program-updates) also not in STEM EE list. Are there chances for these NOC codes to be picked under OINP Employer Job offer Foreign Worker Stream?
