I want to know if I will receive an NOI from Ontario with a 475 CRS score and french as my first language.

If you meet their requirements, then it is possible.

The last draw they did was in July 21st, and they sent NOI for people who has a CRS score of 461–467

I've got a CRS score of 479 and French is my primary language (CLB 8) and I have CLB 7 in English. On the 7th fo October Ontario PNP invited 162 French speakers in the Express Entry with CRS scores between 461 and 467. As you can see I have a higher score but have not heard anything, is that normal?

You will not receive an invitation as they only select people within that range not above. They expect that you will get a FSW invite at some point.

Yes, unfortunately that's normal. Ontario has only selected those within that points range. Since your score is higher, you weren't selected. I know this seems illogical and unfair but unfortunately that's now it works.
