OINP-Employer Job Offer

Hi, I had a question regarding OINP-Employer Job Offer: Foreign Worker stream.

I came to Canada in March 2020, as part of an intra company transfer, on an employer specific work permit. I was laid off in May 2020, and recently rehired by the same company, on the same work permit.

My question is: Does this offer of employment qualify as a job offer to be able to register an EOI in the OINP program? I have about 14 years of experience in my NOC, and the current job is also in the same NOC.
