The foreign worker with the job offer (he does not qualify for EE) applies for the OINP from outside of Canada. So if he gets the Nomination, he will apply to Federal for PR and the processing time is longer than a year.
At what point he may come to Canada and start working? Does he need LMIA under this stream if he wants to come before receiving PR?
