OINP documents required

Hello all! I'm planning to start my immigration adventure. I'm from Bulgaria and I want to begin gathering all the necessary documents for my express entry profile in advance. I have IELTS (L:7, R:6.5, W:5.5, S:6) and I'm preparing to retake the exam, but if I get to CLB9 , I will have somewhere around 410points... so I am thinking to try the OINP Ontario program and hope to get NOI. My question is, which documents can I gather in order to save time? Can I send my diploma to WES or this needs to be done after I create my profile? I have a European Diploma Supplement with my Bachler's degree diploma and I was wondering if this is sufficiant for WES or I need to translate with apostil my diploma as per the requirements? Can I sign up for medical exam at this stage? I'm little confused but hope you guys can shed a light on this. Thank you very much in advance!
