I just received NOI from OINP employer job offer stream with score of 56 under NOC 11202. I have 14 days to submit the documents.
I am also in CEC pool with 493 score. I am expecting there will be CEC draw in coming weeks with reduce cut off CRS score.
My question:
If I submit OINP documents within 14 days and then I get ITA under CEC, Can I withdraw OINP application to accept CEC ITA?
Yes, you can withdraw. Depending on the stage your application is, you may or may not get a refund after withdrawing from OINP. I wouldn't be too confident on CEC draws going below 500 pts anytime soon.

When you get nomination, you get a letter to apply for a closed work permit with your employer. If they're not willing to sponsor a closed work permit, you would have to wait for AOR after submitting PR application and then apply for BOWP.

If you already have an ongoing CEC application, I would advise you to stick to that one. You can apply for OINP but the processing times are way longer and you would have for that second application.
