We plan to arrive to Canada in July 2020. I and my children have Canadian citizenship and my wife is going to land as PR.

I spent more than 10 year abroad and my OHIP card is expired. My children were born abroad and never had OHIP card and my wife is PR.

I heard that during Covid 19 outbreak newcomers were given OHIP immediately without 3 months waiting period. Is it correct? Was the waiting
period cancelled only for PR or also for returning citizens as well? What about children who are citizens but never had OHIP?

3 month waiting period for OHIP is waived RIGHT NOW for new PR's and returning citizens. That might change as the covid situation does, meaning they might re-instate the 3 month waiting period. Keep an eye on it, if they re-instate the waiting period you need to get private coverage for your first 3 months in country.
