Is it allowed to add a new comment in the second visa rejection that was not included in the first visa refusal?
In my second visa refusal, he added the travel history which is not included in the first visa reply.

Sure the officer can. They can add or delete reasons for refusal as each application is assessed separately on its own merits and by different officers. What did your GCMS notes state for your first refusal.

I visited Europe before the second application, and I included in my second application,

I don’t know how the officer saw it and added as a comment with my second rejection.

So travel history was your only reason for refusal? Officers want to see travel history to the UK, US, NZ and Australia. Did you go to the UK during your European trip?

Officers want to see travel to the “Five Eyes” - Canada, UK, US, NZ and Australia - as these countries share all their immigration information.

So basically if i havent travelled to those countries,my visa chances are low?
