Sure the officer can. They can add or delete reasons for refusal as each application is assessed separately on its own merits and by different officers. What did your GCMS notes state for your first refusal.

Officers want to see travel to the “Five Eyes” - Canada, UK, US, NZ and Australia - as these countries share all their immigration information.
