I just got a reply from the webform inquiry saying my case is in queue at the Manila Philippines office after being told many months ago it was forwarded to the New York office.
Is there any reason it would have gone to the Philippines?

Our application seems to have followed the same path - a webform response to a question in April came from New York, so I emailed NY directly with a different question last month.
Finally got a response to my email last week, and -- like yours -- it was from Manila.
I believe they're moving applications around to even out the workload, and "speed" things up.
