Obtain Ontario Driver's License by exchanging Expired Quebec License

Hello Experts,

I have recently landed to Canada, currently residing in Ontario on PR card. I have previously worked in Montreal few years back on Work Permit & had got Quebec Driver's License there.

I left Montreal to my Home Country in Feb 2016 & my Quebec License got expired in Sep 2016. I came back to Canada now & went to exchange my QC license for getting Ontario one but they refused to do that with expired license. They are ready to give it if I get QC license renewed.

Any suggestions how can I get my QC liense renewed? I'm sure they may ask for my Residency proof in Quebec. What can I do for it? Please guide.
