But then how come address is mentioned only as:

From postal code it seems to be Ottawa

Is there a town called "Outside Canada" Ontario? ;D That's probably just a placeholder. Perhaps, the ceremony is being held in a sensitive region for foreign personnel who assisted Canadian Forces? Perhaps in Afghanistan?
