A guy has an expired PR Card, is staying in Canada until he completes the 730 days before he applies for PR Card renewal which will be in August, 2014. He has lived about 4 years and 9 months in Canada since he became PR, his 10 year sponsorship period just got completed.He will turn 65 in October,does not have any income of his own , he wants to know if he qualifies for a partial OAS or any other welfare, because he does not want to bother his sponsor any more to support him.
 
He can try OAS, he might qualify for a partial amount. He can also check if his province has any programs or anything he could get.

What country did he live in before, and did he work there for many years?

I'm asking because there are social security agreements between Canada and some countries that might allow him to qualify for OAS.

He did not work in a country that has Social Security Agreeents with Canada.
So who qualifies for partial OAS?

Sometimes it's possible just by living in a country that has an agreement.
