Yes. Please see the below information mentioned on the CIC website:
"If the original certificate is not in English or French, then you will need to submit both the certificate and the original copy of the translation prepared by an accredited translator"

You need to use whatever is officialy licenced in your country as an English translator. If that is done in the Notary Office, the notary Office will it be. Usually such person has something as translator clause added at the end of the document, where he identifies himself as officialy registered or licenced
