I can't seem to find this information on the CIC website. Do all the required documents (such as passport copy, etc) I submit for my application have to notarized? I'm applying for my permit from inside of Canada.
I'm also wondering if I've submitted and waiting for my application for a new work permit with LMIA and I on an implied status and can still work while waiting on the outcome?

no

yes, if you have positive LMIA and submit your work permit app, then you'll be on implied status and work on the conditions of the old permit (some expections apply, e.g. IEC have no implied status, you could flagpole if you want the new permit urgently)
"flagpole" is exiting across Canadian border, get the harmless "administrative refusal" from the US, then come back to Canada and process the docs at the CBSA office
