Any Certificate that is not in English or French then you need translated and Notarized Copy along with regular Photocopy of Original.
You can send other just regular Photocopies unless it is instructed in country Specific Information Guide.
Quoted from Document Checklist IMM 5491E Date Apr-24-2015 Supporting documents must be in English or French. If they are not, send a certified
translation with a copy of the originals.

What nationality is the applicant? I ask as there are some applicants that are required to send only ORIGINAL certificates and not copies, such as Birth Certificate and Marriage Certificate.
Please check country specific instructions to be sure what the requirements are.
As other have said normally copies are sufficient however it depends on the applicants nationality.

I agree, better be sure.
Using myself as example: I'm from Brazil. Cic don't ask for the originals, but they ask for notarized copies and certified translations of everything.
Take Chistoph100's advice and check your country specific guide.

My wife is from the Philippines and we required many ORIGINAL documents/certificates. We also needed many of our documents that were translated to English from Thai to be authenticated. Once again check your own needs to be sure you get things right. Anything you do that is not correct can cause delays in your application.
