Ive still not recieved my PR card, i have my COPR and im a British Citizen. I have to fly to the US for 3 nights in 3 weeks and i dont think ill get my card in time.
Would they really decline entry?

The only problem is with the airline upon returning to Canada. Technically as a PR you are supposed to show the airline a valid PR card or Travel document to board the plane. With only 3 days in the US, most likely you don't have enough time to get a travel document unless you happen to be right by a visa office and can go in person.
Since the new eTA system is not yet mandatory to be allowed boarding, you may be able to pose as a foreign national to the airline (so just pretend you're a typical tourist/visitor) and gain boarding using only your visa-exempt passport.
If you can board the airplane, once back in Canada all you need is your passport + COPR and CBSA will easily be able to confirm your PR status.
Alternatively you can drive across the border and not have to worry about boarding an airplane.
