I have submitted my EE profile on January 31, 2018 with score 430.
On February 26, 2018 at 2AM I have added my new IELTS score and my CRS changed to 436. On February 27, 2018 OINP declared that the cut off is 433 but till now I did not receive the invitation for Ontario provincial nomination. Kindly note I have selected 'All Provinces and Territories' under 'Provinces and territories of interest' while submitting the EE profile. I have 1 years of experience in Canada.
Would you Kindly let me know if I need to apply anywhere else other than selecting Provinces and territories of interest in EE profile to get the invitation from OINP?

They don't send it to everyone above cut-off... Cut off range and date range are criteria for search..they send it randomly to the profiles in crs range.
The date posted on the onip website is delayed by a few days. They actually sent out noi a few days before 27th. My score was 433 and I received noi on 23rd.
They might start inviting again hang tight.
