Someone live in US and wants to immigrate Canada but did not paid Tax in US (property Tax and income Tax) Could not paying Tax affect the person sponsorship?
doubtful. never heard of a spousal pr applicant being rejectd because of failure to pay tax in their home country. i doubt CIC will even know about it.

He will need to fix that at some point (not for immigration purposes - but just in general). He'll need to file back-taxes and then ensure he files US income taxes on an annual basis (especially once he's living in Canada). The US is really starting to go after Americans who live outside of the US but fail to file income taxes.

This is true if he is a US citizen or long time green card holder. Short term green card holders (less than 8 years) who renounce will not have this obligation. Nor do people in the US on any other type of residency (temp worker, student, visitor, etc).

The fact that he has an SSN means he had some legal residency at one point. Was he in the US on a temporary work permit in the US that expired and is now overstaying? Without more details on your husband, we cannot provide any helpful advice.
