Hello all, after a year I got a letter from the IRCC mentioned UCI and application number without BIL. Again they sent an the email stated that they needed additional documents such as a picture and birth certificate of non accompany dependant.
My wife has a child with her ex-husband, who lives in an unknown place, and the full custody belongs to the ex-husband too.
We sent a notary statement, divorce certificate and affidavit in the initial package of our application, but the officer requested to submit those documents of the child that we don't access to him.
We send all documents Again plus a cover letter and explain matter again.
Now, we are waiting about 1 week for their response.
What can we expect from them?
Is it a solvable problem?
And when they issue biometric letter?

Does she not have anything, not even a copy of the birth certificate?
In many countries, the mother would be able to obtain a copy of the birth certificate from the civil registry (or an extract / 'duplicate' which would be considered 'an' original).

No, she even hasn't a copy of birth certificate of the child. The child had been away since born day.
Although as I investigated, IRCC wants all those paper to invite the child for fingerprint process then. Medical examination.
Does they accept our explanation to decline not accompanied dependant. We know that we don't want and can sponsor him in the future for any reasons

Well those are the things you can do - get those. If you can't get photo, you can explain in a letter that have not seen the child since XXXX and do not know where the child nor ex-spouse are.
