Non accompany family to accompany

I have a family of one spouse and three children. I did not want to accompany them. So I applied as single candidate with only principle applicant fee.

When I receive response from CIO for further processing . Then may I include my family by submitting their application fee because my family wish to accompany me. Will I be able to submit my family 's fee after CIO response for single applicant? Or I will have to apply as fresh application to CIO with new information.

did you name your spouse and children on your form as family members or you did not disclose them at all ?

I mentioned my all family members in the application.
