After the NOC-based draws begin, the federal ITAs will also become just like the PNPs. Only certain occupations will be sent invites.

How should someone who's studying a degree now in a non-IT and non-health field approach this? What steps can someone take to increase the chances of getting an ITA?

And will the CEC stream become redundant after NOC-based draws? Any insights would be very helpful.

Nobody knows the answer here. Could be a mix of general draws and NOC-specific draws which would make sense. IRCC's targets are extremely high. Not sure how only NOC-specific draws will work.
