I am a bit confused about NOC and occupation list. Lets take an example of occupation Human Resource Managar (0112). Now is it important that the candidate must have a title determined in NOC code list? In this case, is it important that the applicant should be at managerial position as HR or any one can apply under this category with HR degree and HR experience (whether training or as HR Officer) which is included under "Classified elsewhere" with different NOC codes.
Classified elsewhere means the associated job title (in this case, Human resource professional) is classified as a separate NOC code and does not fall under the NOC code 0112, which only includes managers. Therefore, if your wife has HR experience that is not manegerial, then she cannot apply under NOC code 0112. A sub-cap is the maximum number of people that can apply from any one NOC code in the occupation list. So, there are 50 eligible NOC codes that can apply and for each NOC code, there is a 1000 sub-cap. This means only 1000 people from each NOC can apply.
