NOC 6552 - Other customer and information services representatives

Hello guys

I have a friend whose NOC falls under 6552 (Skill level C). And as per CIC's website, he doesn't fetch any points for his work experience?

Is he not eligible to apply under NOC 6552?

Is there any one who has faced similar situation?

1. He has to have experience in NOC A, B or O for it to count in Express Entry. NOC Cs don't count as skilled work.
