NOC 4411 - Home Child Care Providers LMIA (Outside Canada)

I recently received my positive LMIA for NOC 4411 from my employer. I will be applying outside Canada (no experience in Canada). I’ve already informed my employers about the new Home Child Care Provider Pilot Program for applicants outside Canada, however they already applied and got me a positive LMIA which is under the Temporary Foreign Worker Program. Will IRCC consider my positive LMIA and issue a work permit even if I am outside Canada?
