NOC 2241 employment requirement says :
Completion of a two- or three-year college program in electrical or electronics engineering technology, computer engineering technology, telecommunications technology or an equivalent is usually required for electrical or electronics engineering technologists.
my question is
Having a bachelor(4 yrs) of science in electrical an delectronics engineering qualify this ? or it strictly require 2-3 yrs college program ?

I have a doubt. I would like to apply for NOC 2241. I have 10 years of work experience and in that I have 1 year of experience in testing/validating wireless communication devices. Rest 9 years in software/network etc

You should look for the roles and responsibilities you worked on. If they match with 2241, no harm in applying in this NOC. Normally people skills falls under more than 1 NOC. If any 1 year of your total experience matches 2241 duties, it is good to go All the best.

it matches both of them but for electronics engineer it is strictly talking about electronic , not telecom or audivisual systems and it is the item that worry me about applying under this category
