What are the chances that FSW 2014 NOC 2173 application submitted in 1st week of September 2014 will be in capping limit ?
 
It's impossible for any of us to give you the chances your application will be accepted. I think you are right on the cusp - meaning that you may be in time or you may be too late. But it's impossible to say for sure.

If a member who applied under 2173 and whose application got to CIO on Sept 4th reported that he got c-checked and CIO told him that his application was rejected because of incompleteness. Knowing that info, can you estimate if my application (August 28th) got into the cap at least ?
