No use of a representative sent but can my friend call ?

Hello all,

I need to send my I-94 document from CBP within 30 days of the notice but it seems like I won't be able to do that since my I-94 record was not found and had to submit FOIA request.
So, I need to call CIC to let them know that I cannot provide the document in 30 days but the number that I have to call 1-888-242-2100 is only reachable within Canada.

I want my friend to call and let them know but I have submitted the document without Use of a Representative because I did not think I need to use one.

Without submitting the document, can my friend still call and let them know on my behalf?

Send a message on the IRCC webform. You do not need to call.
