lets say if someone's indian passport says
given name: Amrinder singh
surname: blank
while filling application can that person fill the form as
first name: Amrinder
last name: singh
will the application be rejected??
ps: my personal experience is that i did the same thing and got us visitor b1/b2 visa, but i am not sure abour pr.

Yeah, it will be perfectly fine.
CIC is asking for the order of names, not what 'each' part is considered to anyone.
I dont think it is an issue like lbelow. All you have is same name just split differently in passport vs application.
Say School docs say Amar singh
Degree certificates say : Amar Pratap singh . This would be name addition.. which you have to explain with "one and same person" affidavit.
