Has anyone successfully submitted job reference letter without official seal in it?
The problem is that it is not possible to get a seal for customized reference letter (with main duties listed) in my company.
The HR specialist has agreed to make a reference letter with main duties for me on official company letterhead signed by him, but there will be no official seal.

I have personally submitted reference letters with company seal but as long as the letter is on a letterhead and details what CIC expects, it should be fine. Don't worry. The HR will sign the last page and initial each page atleast? If you can get this, this will be an advantage.
I dont think that is a problem. I am submitting my file without seals.
As long as the company letterhead has all the contact information it should be okay. My friends have submitted the application in similar fashion and never had any problems.

No, you do not need business cards of the people issuing reference letters. People do this in absence of reference letter from HR and they try to get the reference from a manager/colleague etc.
I had taken the reference letter from my senior colleague in the official email, with all the contact details in the email signature,and no business card attached, will this be sufficient?
Are payslips absolutely obligatory? How many years of payslips would we have to submit?
Here in Costa Rica we get a monthly payslips, but they're not from our employer, they're from the national social security agency. Plus, they're in Spanish, so they'd all need to be translated...

No, for SINP Express entry stream, as per the application guide and from experience of other members, payslips are not mandatory. If you have work reference letter as expected by SINP then you are all good. I attached payslips just to provide additional information.
Extract from the application guide: You must submit letters of reference from previous employers to prove your work
experience for each work experience listed for the point assessment grid.
Documentation must include letters of reference from the supervisor or Human
Resources Officer printed on company letterhead or the applicant’s official work book
or other official government documents.
Each letter should indicate the following:
your job position and dates of employment;
your main duties/responsibilities;
the number of hours you worked each week if the position was not full-time; and,
the contact information of your supervisor or manager.
