Stories like this usually have some missing detail that is critical to understanding what happened. My guess would be your friend applied under a NOC job that is not on the list of 38 accepted occupations at the moment, but that's pure speculation. Without knowing exactly the response from CIC, it's impossible to say what happened, but you're absolutely right in checking the CIC website, that is the font of all knowledge about what are currently the rules.

I guess the best way to look at `publications` and `news` at CIC website for any such updates. I did not see any news or hint when I visited the URL lately.
