Does it mean that if my kids is born out of Canada and got PR through sponsorship, then I will not get any child benefits for my kid for 10 years? Who knows more about this?
The child will qualify for child benefits (e.g. CCTB).
However if the child ends up on welfare/social assistance within the first 10 years after landing, you will be responsible for paying this money back to the government.

I head that families get some money for every child in their family. Higher the earnings are, the lower is the money the family receives on behalf of child. Will this money also be cut?

That is NOT social assistance. Regardless of if the child was born in Canada or immigrated there, if your income (or lack of) qualifies you to receive the CCTB, you will receive it. It has nothing to do with your sponsorship duties.
