My husband and I are applying Outland, he is a Nigerian living in Brazil, so will be processing through the Sao Paulo office. My question is, his Nigerian police certificate I believe is sent directly to the visa processing office, rather than to him...would that be Sao Paulo or the Mississauga office? And do I just mention that it is applied for in an explanation letter, or how should I handle that?
I don't know the answer to your question, but I just wanted to let you know that when my husband applied for his certificate in Lagos in April they gave him his clearance. He asked about it being sent directly to CIC, but they said that's not how it's done anymore. We did get the certificate from the police headquarters as specified on the CIC website, and we included it in our application. I'm curious if anyone else getting a Nigerian Police Certificate had theirs sent to CIC, or were given it outright.
Yes I know if he is a Nigerian resident at the time he applies then they would give it to him directly, but my husband has to apply through the Nigerian consulate in Brazil...thoughts?
My only thought is that they should know where to send it! Just like the DMPs know where to send our medical forms, if they will not give you the report, they should know where to send it.
You should receive some type of receipt though or confirmation, and I would put that in your application with a note explaining what you've done, right where his police record would go.

Sounds like the certificate can be sent directly to the visa office. They will know to send it to the Sao Paulo office - but I would include the receipt or a note in the application saying it will be sent directly, just in case it gets misdirected.
The Police Clearance is obtained from the CID headquaters (also known as Alagbon) in Lagos.
Two effective ways of getting Police Clearance in Nigeria:
1. If the person is in Lagos, he should go in person to Alagbon. He'd do some finger printing and be issued the clearance.
2. If he is outside the country and cannot go himself, he will need to send his fingerprints and other personal details to his friend in Lagos (or Nigeria) who can go on his behalf.
