I'd like to get some clarification on the sponsorship of family members in particular if my uncle can sponsor me. Now on the IRCC website i saw :
You may sponsor one relative, related by blood or adoption, of any age, if you meet all of these conditions:
you (the person who wants to sponsor your relative) don't have a living relative you could sponsor instead, such as a:
spouse
common-law partner
conjugal partner
son or daughter
parent
grandparent
orphaned brother or sister
orphaned nephew or niece
orphaned grandchild
you (the potential sponsor) don’t have any relatives (aunt or uncle or any of the relatives listed above), who is a:
But my uncle has a daughter as well as grand kids who are Canadian citizens and a common law wife who is a permanent resident. He also has siblings who are alive and not Canadian residents/citizens.
Does this mean that my uncle cannot sponsor me?
Any assistance will be appreciated.

Same conundrum! How do we increase score?!
IELTS sure. The next viable option that came to me is to take up a non thesis Master's degree. (Non thesis because dissertations could take up a long time to complete.)
But I am not sure with this method, if we factor in years of study and tuition costs..
What are your thoughts on this suggestion?
Have you also considered pursuing other immigration streams like PGWP or temporary work permit?
