Nexus for US Citizen, Canadian PR

Hi, I am a US citizen who had resided in the US for all my life. In 2018, I received my Canadian PR and moved here. I would like to apply for NEXUS. The regulations state:

"You must be a citizen or permanent resident of Canada or the U.S., or a Mexican national who is also a member of the Viajero Confiable program. Permanent residents of Canada and the U.S. must have resided as legal residents of Canada or the U.S. for a minimum of three years before the day of application."

I have lived in the US AND Canada as a legal resident for three years, but not in Canada for three years. Am I eligible?
