Hi, I am currently PR in Canada and got married last year ; my husband is a non-resident of Canada.
Our situation is that, we applied for Express entry [Federal Skilled Category] category for my husband and his application is in progress in Montreal VO[ 5 months passed]. Currently, with the rate of applications processing in Montreal VO, we expect PPRs might get delayed by 5 more months based on current trend.

Need an advise if following option is feasible -
1. Can i start a Spouse Outland Sponsorship application for my husband and would it impact current EE application anyways?
2. Biometrics, Medicals and Police certificates submitted for the other application can be used for this as well ? Biometrics in his online profile shows next 10 years of validity & medical expires Dec 31,2019.

I desperately don't want to spend anymore time away from him and want to check if spouse sponsorship will allow fast processing as Express entry application doesn't seem to have any progress for many months. 20% of applications takes more processing time, i guess his application is struck up in it.

1) As long as you are living in Canada, yes - you can start an outland application.
2) Biometrics and medical - yes - although it's highly likely he will have to redo the medical before the process is over. Police certificates - no. You will need to obtain a new set for the spousal sponsorship application.

Note that spousal sponsorship typically takes around 12 months to complete.
