New spousal visitor visa policy applicable?

Hello, I am currently on PGWP. I submitted my PR application under CEC last year and got married this year while still waiting for a decision on the PR application. After getting married, I added my spouse to my ongoing PR application (so this is not a separate spousal sponsorship application). I am inside Canada and my spouse is outside. While we are waiting for a decision on our applications, we are thinking of applying for a visitor visa for my spouse. I was wondering if the new spousal visitor visa policy is applicable for our case. From what I read, it's applicable if the spouse has a spousal sponsorship application submitted but that is not the case with us. Can someone please clarify? If the new policy is not applicable, might as well just apply for a work permit for spouse since the processing times are long for both regular visitor visa and work permit.
