My PR card was issued for 5 years and now still 15 months are left for expiry.According to the new regulations the PR card renewal RO are 3 years.If the new rules apply to me then how can I ask for that one yr extra.
Or my PR card can be extended for another year?

Your question is a little confusing. There has been no recent change to the residency requirement to maintain PR stauts. It is still 2 years out of every five rolling years.
Extensions to PR cards aren't granted.
