Was sponsored by my Canadian wife (outland application) but still awaiting decision from Paris office which should come soon. At the time I submitted my applicaion, it was not possible to bring my daughter to Canada, but her name is on my application as non-accompanying child and her medical was done. Things have changed and it may be possible for me to bring her to Canada to live with me in the next year.

How long do I have to wait before I can sponsor a child after becoming a permanent resident ?
 
You can start immediately.

You can sponsor immediately. Infact to do it immediately is only better as the entire process is time consuming as there is a lot of waiting game....

Yes, you MUST be in Canada and reside there during the whole application process.

Why don't you just change her status on your current application in process... from non-accompanying to accompanying? Then she could get PR at the same time as you. May be a small delay to your application now, but won't have to go through an entirely new application just for her later.

You will be able travel for vacation purposes since dependent sponsorship only allow outland only.

Don't forget, the OP is the sponsor, not the applicant. Therefore the "sponsoring PR must reside in Canada" rule applies. Short vacations are fine however.
