According to a Passport officer: The expected arrival of new printers for the new design in the West Coast is Spring 2024
I applied in Vancouver last week and it's the old design
Edit: There have been confirmed reports of the new design being printed in Ottawa and Laval. If you are willing to travel there, you can get the new design. Or you can choose to apply for a 5 year passport in Vancouver so you'll get the refreshed design sooner
