i heard that they will change the law for the citizenship to be : 4 years over 6 . instead of the current one 3 years over 5. is this true? will it be applicable on all people or only for the new cases?

let me ellaborate my question: now the condition to renew a PR card is to stay in canada for 730 days with 5 years ( starting the landing date). if the new law is applied (4 over 6) , will this mean that we have to be in canada 730 days within 6 years (instead of 5) - this can give me more time to be outside canada for an additional year.
Citizenship residency requirements and PR residency requirements are independent. There are no changes proposed to the PR residency requirement. Only the citizenship residency requirement is changing.

As pointed out this is for CITIZENSHIP where the time required to live in Canada is increasing by a year. PR obligation remains at 730 days of every 5 years. So, no you will not be getting any additional time
