If you do not declare that you are married already to increase your score but then add your spouse later on, won't this be Misrepresenting ?

It would be a misrepresentation. And I guess if you answer that your wife isn't coming with you to Canada but later she comes - it's a misrepresentation again.

No - that's absolutely NOT what this means. If you fail to include your spouse to you will STILL be committing misrepresentation (lying in your application), you will STILL never be able to sponsor your spouse and you may also lose your own PR status. This new rule would change nothing.

No. That's not what this means. It will only apply to people who get PR via spousal sponsorship. Which, is not done through EE. this has no impact to EE applications.
it will mostly help the newly married couple. I mean those who get married after getting PR and try to sponsor spouse. And there are lot of good other changes in the new policy. But the refugee thing really scares me. I hope they won't slow down the processing of current EE applications. 25000 refugees in 1.5 months is really a big target for CIC.

It's not a misrepresentation. There could be a reason why your spouse can't come with you at the moment. But lying that you are single - definitely misrepresentation.

They just want to eliminate "conditional PR" for family application and grant "full PR" instead. That's it. It says nothing about eligibility, express entry implications, application timeline, etc. so I don't know where you get your ideas.
