and my wife gave birth we are under provincial nominee. Do I need to add additional C$2,000 for the new baby since I
already submitted my generic application to CIO for visa PR processing? What should I do? thank you.

Just inform VO that new dependent is added in your family. They will tell you what documents you need to submit.

Same situation happened wit me me i informed VO and he asked me to submit following:
150C$ processing fees
Birth Certificate
NIC or baby-registration form
Any document needed translation
Pictures

Do I need to inform both mpnp and CIC about this? Since it happened to you what additional documents did they asked you?
