I was wondering about the new citizenship act. I read it requires 4 years of presence out of 6 years. Would it be only for new comers or would it apply to permanent residents already living here too ?

I guess a bit different from all. Only applicable to those who are applying for citizenship once the bill is become a law. The previous application will still be processed under the previous law, even though, I strongly believe there would be some indirect implications.

It applies to everyone once it comes into effective,no matter you have obtained PR or not, as long as you have not submitted your citizenship application yet by that point.
True it is not fair to ppl who have landed here with a promise that they will be granted a Canadian passport once they live for 3 yrs...
