New CEC Rules Clarification

I have 2 years of Canadian education and 3 years of work permit.

One year work experience in NOC B - 2281 category.

I will be leaving to USA in 2014, Is there any rule that we need to apply for CEC within One year of stepping out of the country?

This is confusing me a lot, not able to get any clear information regarding this.

Also, if that rule is correct and if the CAP get filled up, what would happen, will I be allowed to reapply the following year?

within 3 years, you can apply CEC anywhere(inside/outside of Canada), if you have at least 1 year experience in skilled job(O,A,B except for 6 job codes in B). I would apply as fast as I can in Canada and when I get AOR, I would report "change of address".

And we never know what cic plans for that cap rule next year or a year after. We will see.
