Why cannot she come on supervisa? Hiring your parent is going to be heavily scrutinized because there are other ways for parents to come. Also how old is the parent? This is just another way to abuse the program.
 
The parent is 48 and has experience working with children. Immigration considers people helping with with their grandchildren "illegal work". I don't see how is this abusing the system if she is hired officially? There are currently no other ways for parents to come, sponsorship is closed and super visa is not a long term solution as she can't work. How do you think the application could he scrutinized and are there ways to make the application stronger?

What is her ECA and IELTS scores? The issue is that her application will be heavily scrutinized because it is your mother. Age is also a factor because the HCCP program had about a 3 year processing time so she will be in her 50s if even approved.

The issue is that people are using the system for family reunification not primarily for caregiving. Many never actually work as paid caregivers when they arrive.

Possible if the daughter meets the income and other programs requirements and if the parent meets all of the applicant requirements.
 
Who has a clear idea on the requirement a family or friend wants to sponsor an employment offer

You’ll have to wait and see the requirements but proof that family has the extra disposable income to pay a caregiver. Proof of why they need the caregiver like for example previous childcare arrangements and why they are no longer feasible.
