I am trying to apply for a spousal visa for my wife who is a Nepalese citizen living and working as a highly-skilled immigrant in the Netherlands. For the spousal visa application to Canada, a police certificate and clearances section 4 Certificate of Good Conduct (VOG) is required but the official website for how to get the police certificate in the Netherlands states that Immigration, Refugees and Citizenship Canada (IRCC) will send you a letter requesting a police certificate after you submit your application for permanent residence.
Could you please let me know if I need to submit the application without the police clearance certificate (VOG) from the Netherlands as the IRCC requires sending me a request for VOG after I submit the application? Otherwise, what is the best way to complete the spousal application in this case?

From experience, I would recommend getting your Police Certificate ahead and send it with your application.
They have been returning applications without any police certificate over the last year, so it is better to be safe and send the application with it.
Also, obtaining the VOG from the Netherlands isn't all that hard and with available services, you can get it within only a few days for a small fee.
