I am living outside Canada and wants to sponsor my husband to go together with our kids to Canada, I am unemployed (Housewife) and I don't have personal income since many years and My Husband he is supporting us and taking care of our family financialy. So, what I should write under this section and question in this form ??? Can you help me please
 
write a letter stating what is happening with what your intent in when you arrive in canada. If you have family willing to house you while you look for jobs or if there is job offers already in canada. I believe as long as you have a plan when you get here ie: wont be going onto social assistance or anything then you should be fine.

Are you a Canadian citizen, or a PR of Canada?

If you are a Canadian citizen then you just need to detail (re)settlement plans. Explain how you and your spouse plan to survive in Canada without the use of social assistance. In spousal sponsorship cases, there is no Low Income CutOff (LICO) assessment applied to the case -- unless there is dependant's dependants (so, make your a grandparent).

PR's of Canada have to be residing in Canada to file and must stay in Canada while cases are processed.

I am Canadian Citizen ... living with my spouse outside Canada, We have 2 small kids who are Canadian as well.
Actually my husband is working only in a good position with good financial package and therefore i am not working and just taking care of my kids and my family. My husband has good saving which will allow us to live in Canada for a while till both of us find a job .. we don't look or need any social assistance.

I believe as you said we should write a supported documents to clarify our plans on this regards and to show our willingness to support our family financially without any assistance and the reasons of our decision to move and return to Canada together.

The reasons won't really matter. Just explain how you plan to (re)settle. Eg: Staying with friends or family until one finds a job; your partner is a professional in x field and the region you plan to settle in has many available job postings; you do have z savings that you can use as reserve, etc.
