i want to apply for PRTD on H&C grounds as i was a minor removed from Canada. i am 17.
In most cases, students are allowed to enter Canada without a guardian even if they are 17 so the same should apply to you as a PR. Your TD application must however be signed by your parent or legal guardian.

In order to show that you are really planning on settling in Canada at this time, a college offer and funds would not be a bad idea.
